Our researcher Annette Schlemm published an article on “Der statistische Gesetzesbegriff in der Entwicklungstheorie” (The concept of statistical law in the theory of development). In the abstract she says:

I would like to express my appreciation of the statistical law concept developed by Herbert Hörz. The statistical law concept combines necessity and contingency and takes into account not only stability but also changes over time.

Prof. Dr.phil.habil. Dr.h.c. Herbert Hörz recently passed away. He was 90 years old. He was an influential philosopher in the DDR (German Democratic Republic). With coining this concept in the 1960s and 1970s he criticised the predominant political view of mechanistic determinism in social development. Schlemm’s article can now be read as a premature posthumous tribute.

In the concluding paragraph, Schlemm gives the following double answer to the question “Wie gesetzmäßig ist Entwicklung?”:

Sie ist nicht gesetzmäßig, weil nicht die Gesetze des alten Systems die Evolution des aus ihm entstandenen neuen Systems bestimmen. Sie ist gesetzmäßig, weil die Systemleistungen in einer umfassenderen Systemeinheit aufgehoben werden, deren Evolution neuen Gesetzmäßigkeiten folgt, bis auch diese an ihre Grenzen stoßen…
