ICT in Military Affairs

Since the development of the first computers about 80 years ago, a still ongoing and further growing process of digitization has led to a comprehensive transformation of all parts of society on the progress in information and communication technology (ICT). Until the 1980s, the military complex had a very strong impact on the development of integrated circuits, programming languages, software engineering, computer networks, and artificial intelligence. The civil sector has become dominant with respect to development and use of ICT only afterwards. Nevertheless, an amazing amount of money is still spent in the development of ICT-based weaponry and military systems so that military affairs and ICT are tightly intertwined adding new horrors of wars to the old ones.
 
The workshop provides a forum to discuss the role of ICT in military affairs today and in future including the topics cyber and information warfare, C5ISR systems (control, command, communication, computers, cyber, intelligence, surveillance, and reconnaissance), lethal drones and autonomous weapons, man-machine “teaming” and battle management as well as military applications of artificial intelligence (AI). Moreover, the possibilities of regulations, bans, and disarmament of ICT- and AI-based weapons should be considered.
 
Submissions are welcome. Please, send a title and short abstract until May 28, 2025 by email to kreo@fiff.de (re: ICT). You will be notified soon afterwards. Short papers of around five pages based on accepted presentations can be published in the proceedings of the Summit. Details will be announced in due time. Publication of full papers will be considered after the workshop. If you have any questions, then do not hesitate to ask the chairs under the same email address.
